Health and Social Care Bill

The Government has now published the Health and Social Care Bill. The Bill, which has received its Second Reading in the Commons is now at committee stage. It very closely reflects the Command paper published before Christmas and thus provides a good framework to establish a more competitive healthcare market. for NHSPN, most of the key issues are likely to arise in Regulations and implementation rather than on the Bill itself. But we will monitor the progress of the Bill through both Houses and be ready to intervene in response to damanging amendments, initially by seeking to strengthen the Government's resolve to resist them. Key aspects to watch for are:

- The Development of the new regulatory regime;

- Ensuring commissioners have to keep within competition and procurement laws, whilst recognising the need fo 'tailoring' the rules where this is in the best interest of patients and taxpayers;

- Anything relating to the implementation of 'Any Qualified Provider'.

NHS Premises Assurance Model

The Department of Health and the NHS have co-produced the NHS PAM. NHS PAM is a management tool, designed to provide a nationally consistent approach to evaluating NHS premises performance against a set of national indicators.

June 2010 revision to the NHS operating framework

The NHSPN has identified some issues arising from the June 2010 revision to the current Operating Framework, which are of specific relevance to its members. A more general commentary on the new document is being provided by the NHS Confederation.
