The framework programme for 2010/11 reflects the responses the Audit Commission received to a consultation in 2009. It is the only independent and comprehensive data quality review programme within the NHS. Since the start of the programme in 2007, average clinical coding errors at trusts have decreased by 5 per cent from 16 to 11 per cent. The programme has identified approximately £9m of financial errors resulting from incorrect data.

The Audit Commission is moving towards a more risk based approach on areas that they have reviewed over the last three years. The Commission focuses resources on trusts that need to improve the most and on independent sector providers. The Audit Commissione will also work more directly with commissioners by reviewing their management arrangements for PbR, including engagement with GPs.
Since 2007, the Audit Commission has delivered a programme of work consisting of analysis, research, pilot reviews, benchmarking and an audit programme which has checked the accuracy of payments made under PbR.
