We will share actionable insights from this first-of-its-kind programme which has been supporting over 50 inpatient services across England that provide care for people detained under the Mental Health Act. The programme has been supporting teams to develop and implement co-produced change ideas that improve the equity of experience for people from ethnically diverse backgrounds, people with learning disabilities and autistic people.

Background
In 2021, the Government published a White Paper, Reforming the Mental Health Act, which accepted many of the recommendations from the 2018 Independent Review of the Mental Health Act and set out a series of ambitious reforms to care under the Act. To support these improvements, one of the recommendations taken forward in the White Paper was a commitment for NHS England to deliver a national quality improvement programme.
Between August 2023 and June 2024, the programme supported a pilot phase of 15 inpatient teams. From July 2024, the programme has gone onto support a further 36 teams. The programme draws to a close at the end of March 2026.
