Our work
What are we aiming to achieve?
- We aim to represent NHS organisations in Wales on workforce issues at a strategic level.
- help employers to make the most of the potential of their workforce.
- ensure the NHS is a place where people want to work; and as a consequence, improve the quality of service and provide better patient care.
NHS Wales Employers is hosted by the Welsh NHS Confederation.
Our key remit includes:
Effective Employee and Employer Relations
- Leading the national collective relationships with trade unions with Health Boards and Trusts on pay, terms and conditions and pensions.
- Leading the employers’ contribution to social partnership, working at a national level with trade union partners in developing and implementing policy and programmes that impact on the healthcare workforce.
- Co-ordinating the development and review of workplace policies, guidance, position statements and other tangible products on behalf of employers in partnership with trade unions and WG.
- Brokering and facilitating relationships between key parties in the development of policy and good practice.
- Project managing complex negotiations.
Improved Employer Representation
- Collating and conveying the opinions of Welsh employers in UK discussions on pay, terms and conditions and pensions, reporting back on emerging policy.
- Co-ordinating and representing the interests of Health Boards and Trusts in influencing and developing employment policy.
- Preparing media responses on collective HR and workforce issues.
Identification and Sharing of Good Practice
- Horizon scanning for issues that will have a potential impact on Health Boards & Trusts, identifying the implications of these and determining proposed courses of action.
- Acting as a resource in developing and interpreting good practice in employment policy and practice.
Co-ordinated Approach to Workforce & OD Matters
- Acting as a point of contact for collective workforce issues for NHS organisations, trade unions, Welsh Government and other stakeholders.
- Providing impartial advice, support and guidance to the service on workforce matters and in particular to Directors of Workforce & OD through its stewardship of the Directors’ peer group.
- Undertaking commissions for specialist one off pieces of work, as appropriate.
- Providing a secretariat and coordinating function for the W&OD Directors peer group and to the Assistant Directors.

Perthnasoedd Gweithwyr a Chyflogwyr Effeithiol
- Arwain y gydberthynas genedlaethol rhwng undebau llafur a Byrddau Iechyd ac Ymddiriedolaethau ar gyflog, telerau ac amodau a phensiynau.
- Arwain cyfraniad cyflogwyr at bartneriaeth gymdeithasol, gan weithio ar lefel genedlaethol gyda phartneriaid yn yr undebau llafur i ddatblygu a rhoi polisi a rhaglenni ar waith sy’n effeithio ar y gweithlu gofal iechyd.
- Cydlynu’r gwaith o ddatblygu ac adolygu polisïau, canllawiau, datganiadau sefyllfa a chynhyrchion diriaethol eraill yn y gweithle ar ran cyflogwyr mewn partneriaeth ag undebau llafur a LlC.
- Broceru a hwyluso perthnasoedd rhwng partïon allweddol wrth ddatblygu polisïau ac arferion da.
- Rheoli prosiectau negodi cymhleth.
Gwella Cynrychiolaeth Cyflogwyr
- Coladu a chyfleu barn cyflogwyr Cymru yn nhrafodaethau’r DU ar gyflog, telerau ac amodau a phensiynau, gan adrodd yn ôl ar bolisïau sy’n dod i’r amlwg.
- Cydlynu a chynrychioli buddiannau Byrddau Iechyd ac Ymddiriedolaethau o ran dylanwadu a datblygu polisïau cyflogaeth.
- Paratoi ymatebion i’r cyfryngau ar faterion adnoddau dynol a gweithlu ar y cyd.
Nodi a Rhannu Arferion Da
- Sganio’r gorwel am faterion a fydd yn cael effaith bosibl ar Fyrddau Iechyd ac Ymddiriedolaethau, gan nodi goblygiadau’r rhain a phenderfynu ar y camau gweithredu arfaethedig.
- Gweithredu fel adnodd wrth ddatblygu a dehongli arferion da mewn polisïau ac arferion cyflogaeth.
Dull Cydgysylltiedig at Faterion y Gweithlu a Datblygiad Sefydliadol
- Gweithredu fel pwynt cyswllt ar gyfer materion y gweithlu ar y cyd ar gyfer sefydliadau’r GIG, undebau llafur, Llywodraeth Cymru a rhanddeiliaid eraill.
- Rhoi cyngor, cymorth ac arweiniad diduedd i'r gwasanaeth ar faterion y gweithlu ac yn arbennig i Gyfarwyddwyr y Gweithlu a Datblygu Sefydliadol trwy ei stiwardiaeth o grŵp cymheiriaid y Cyfarwyddwyr.
- Ymgymryd â chomisiynau ar gyfer darnau o waith arbenigol untro, fel y bo'n briodol.
- Darparu swyddogaeth ysgrifenyddol a chydlynol ar gyfer grŵp cymheiriaid Cyfarwyddwyr y Gweithlu a Datblygu Sefydliadol ac i’r Cyfarwyddwyr Cynorthwyol.
