Caroline Farrar
Caroline works as place partnership managing director for Hammersmith and Fulham Place Partnership, which is in the North West London ICS, but continues working to promote the fairer funding model and advocate for its adoption across the country.
Caroline has more than 30 years’ experience spanning the voluntary sector, local government, and the NHS, and brings a very broad perspective on the health and social care system with skills in strategy development, service transformation and integration.
Following place development and CCG leadership roles in south-west London and Surrey, Caroline joined Frimley ICS in 2020 as executive place managing director for the Royal Borough of Windsor and Maidenhead and held executive responsibility for primary care until April 2024. Supporting general practice through the COVID-19 pandemic response was a key aspect of the role, including support for demand and capacity pressures and the COVID-19 Vaccination Programme. Over time this evolved into a comprehensive primary care strategy encompassing the development of primary care networks, population health management, digital and estates. Fairer funding was a key enabler for the wider programme and a major focus of the role.
