Professor Philip Kloer
Phil took up the role of interim Chief Executive at Hywel Dda University Health Board in February 2024. As a member of the local community, he is passionate about the success of Hywel Dda. Patient experience, and their safety, is something he holds dear.
He is an experienced executive director with over 10 years’ experience at board level. He joined Hywel Dda in 2005 and, during his time with the health board, has held a range of director roles including as executive director of primary care, community, and mental health services. More recently, he was the medical director and deputy chief executive.
Phil trained in Wales, New Zealand, and England, and for over 15 years he worked as a respiratory physician, and previously led the lung cancer service in west Wales.
He has significant experience of leading large scale, whole system strategy development and change programmes, including engagement and consultation with staff, public, partners, public representatives, and the media.
He led the Transforming Clinical Services programme in west Wales, engaging the support of senior clinicians in the agreement of our 20-year health and care strategy. This included developing the ambition to move to a more social mode of health and well-being. The health board’s strategy, A Healthier Mid and West Wales sets out the long term ambition for the region and will see care being delivered closer to home.
Phil is passionate about leadership and the development of future leaders and was the Welsh lead for the Faculty of Medical Leadership and Management (FMLM). He is also a trustee of the FMLM charity in the UK and an honorary professor at Swansea University Medical School.
