Ruth Lowe

Ruth joined the NHS Confederation in February 2022 and works within the ICS Network, where she leads on health inequalities, cost-of-living and digital policy. 

Ruth led the development of the NHS Confederation’s cost of living hub, as well as the organisation’s influencing and engagement on policies such as the major conditions strategy.

Previously, Ruth worked on a large environmental health action at a human rights law firm, having completed a GDL and a health law and policy LLM at the University of Bristol, the latter funded through a Wellcome scholarship. Her interest in inequalities also led her to work on equality, diversity and inclusion programmes at the Academy of Medical Sciences and Health Education England.
