Sarah Davies

Sarah joined the ICS Network in October 2023, on secondment from the Civil Service as a Senior Policy Officer. She works on the development of the Place Forum as well as on research projects, including a piece looking at the inclusion of health in Levelling Up programmes, and a project on the shift towards prevention in systems.

Prior to joining the NHS Confederation, Sarah led the evaluation of professional learning and the strategic development of policymaking capability in the Department of Work and Pensions. She has previously worked in strategic communications and stakeholder engagement on transport and regeneration projects for both public and private sector clients.

She studied French and German as an undergraduate at the University of Sheffield with a year studying European and African Affairs at Sciences Po, and holds a Masters in International Relations from the University of Sheffield.
