Draft health and care workforce strategy for England to 2027: NHS Clinical Commissioners' response to Facing the Facts, Shaping the Future
Our members report that the main challenges when seeking to plan, develop and deliver new integrated place-based and person-centred approaches to health and care across England are current workforce shortages, future workforce availability, and resources to support the development of staff to work in the evolving system.
We therefore call on HEE to:
- highlight and support in the new workforce strategy the defined role for strategic clinical leadership in the current commissioning structure, with development support and succession planning provided nationally to both these leaders, governing bodies and clinical and nursing leads.
- focus efforts on those areas which will be essential to the delivery of services in the future, so that priority is aligned with future need rather than current shortages.
- increase the number of GPs and develop roles that can support reductions in primary care such as practice-based pharmacists, nurses, and paramedics.
- recognise and develop the workforce strategy around the future system of health and care delivery envisioned in the Five Year Forward View, including working across organisations and as part of a multi-disciplinary team.
Our response has been developed based on a survey of our membership, a member webinar held in partnership with HEE colleagues, and direct feedback from our members.
