Carbon reduction plan

NHS Confederation is committed to achieving Net Zero emissions by 2040

Baseline emissions footprint

Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured.

Additional details relating to the baseline emissions calculations

This is the first time we have reported our carbon footprint so this calculation establishes our baseline. It is based on our financial accounting year of April-March.

Our Baseline calculation includes:

  • Scope 1: Direct Emissions
  • Scope 2: Indirect Emissions
  • Scope 3 Categories:
    • 1: Purchased goods and services:
    • 3: Fuel and energy-related activities:
    • 4: Upstream transportation & distribution:
    • 5: Waste generated in operations:
    • 6: Business travel/Hotel stays:
    • 7: Employee commuting/Teleworking:
    • 8: Upstream leased assets:
    • 9: Downstream transportation & distribution:
    • 12: End-of-life treatment of sold products:

Our Baseline deviates from the requirements under PPN 06/21 as follows:

  • Scope 3: Category l: Purchased goods and services: is included as Direct& indirect operational costs.
  • Scope 3: Category 3: Fuel and energy-related activities: is included as well to tank emissions.
  • Scope 3: Category 8: Upstream leased assets: is included as Expo Shell scheme hire.
  • Scope 3: Category 12: End-of-life treatment of soldproducts: is included as Waste from Expo.

Emissions reduction targets

In order to continue our progress to achieving Net Zero, we have adopted the following carbon reduction targets.

We project that carbon emissions will decrease over the next five years to 2041 tCO2e by 2029. This is a reduction of 31.3%.

Carbon Reduction Projects

Completed Carbon Reduction Initiatives

The following environmental management measures and projects have been completed or implemented since the 2024 baseline and the measures will be in effect when performing the contract.

  • Introduced hybrid working pattern
  • NHS Confederation Expo Carbon Footprint measured last year and actions decided
  • Moved some events online
  • Agreed Net Zero target
  • Creation of sustainability group
  • Reviewed investments in climate active fund
  • Revisited green procurement policies
  • Downsizing of the Leeds office

Future Carbon Reduction Initiatives

In the future we hope to implement further measures such as:

  • Reduce Leeds office energy emissions by choosing new office space with lower carbon emissions
  • Switch London office to l 00% renewable electricity
  • Check with landlord that heating is turned off over weekend and evenings
  • Reduce emissions from IT by switching to renewable energy for websites and cloud services, Create and implement email/file housekeeping strategy to reduce data storage.
  • Reduce business travel emissions by creating a staff travel policy and including in the sustainability policy.
  • NHS Confederation Expo - reduce emissions from food consumption by reducing meat options available and increase plant-based / vegetarian options
  • NHS Confederation Expo- Reduce emissions from delegate travel and accommodation
  • Reduce NHS Confederation Expo emissions by introducing sustainability competition for exhibitors
  • Reduce end-of-life emissions from NHS Confederation Expo
  • Reduce NHS Confederation Expo exhibitor & speaker emissions
